What is it?  A page out of the United States Federal Register, Volume 63, No. 163, dated Monday, August 24, 1998.  The page contains notices and pertains to the federal government's efforts to implement UN Agenda 21 in the US.  (Thanks to friends in NH and FL for finding this)

The highlighted paragraph names the Sustainable Development Challenge Grant program which is now being funded by HUD (United States Department of Housing and Urban Development) and being used to regionalize the nation. Metropolitan areas all over the United States have been recipients of Sustainable Development Challenge Grants--over $100 million a year is distributed to indoctrinate the public in Sustainable Development regional planning principles.
